What the receipt actually proves

The enterprise integration contract does not expose the special-category personal data used by the assessment. The architecture is designed so that sensitive traveller context remains within the traveller-controlled assessment environment and is not part of the enterprise readiness payload.

That is the answer to where a sanitised receipt gets its trust from: the receipt does not claim to prove the traveller was safe. It proves that a specified assessment process ran against a specified context and produced a specified readiness state at a specified time, without putting the underlying personal context into the enterprise record.
